Government agreement leads to revocation of new SPVAT law and limits on budget benefits

Government and lawmakers reach agreement on spending cuts

A government agreement with lawmakers resulted in the revocation of the law creating the new Mandatory Insurance for Victims of Traffic Accidents (SPVAT), formerly known as DPVAT. The government also agreed to only block non-imposing parliamentary amendments, instead of all amendments.

The two points were approved as highlights to the first supplementary bill of the spending cut package. On Tuesday night, the deputies had approved the base text by a large margin, with 318 votes in favor (257 needed) and 149 against. However, the vote on the highlights was postponed to Wednesday.

The government closed the deal to approve the highlight and ensure the continuity of the public spending review package. The project now moves to the Senate.

In relation to parliamentary amendments, the government agreed to withdraw from the supplementary bill the authorization for the contingency and blockage of all non-imposing parliamentary amendments. According to the text that will go to the Senate, the government can only freeze committee amendments and non-imposing state caucus amendments, up to 15% of the total. Mandatory amendments cannot be blocked.
