Approval of Changes to BPC Sparks Division in Congress

Proposal removes benefits for people with mild disabilities.

After intense political negotiations, the Chamber of Deputies approved a proposal that includes changes to the Continuous Benefit Program (BPC), which pays monthly allowances to people with disabilities and the elderly with low income.

The approved text conditions the benefit on proving a severe or moderate disability, excluding those with mild disabilities, unlike the current situation.

The proposal also includes changes to the calculation of the minimum wage, adjustments to the Agricultural Activity Guarantee Program (Proagro) to fit the fiscal framework, among other measures.

Critics argue that the criteria for severe or moderate disability and the requirement of presenting the International Classification of Diseases (CID) could harm beneficiaries in need.
