Minister of Justice and Public Security, Ricardo Lewandowski, presented a new version of the Public Security Constitutional Amendment Proposal (PEC) on Wednesday (15), which, according to the minister, seeks to address the suggestions and concerns expressed by governors after the presentation of the initial version.
After five sectoral and general meetings with governors, we have incorporated the most substantive part of the concerns of state executives and Brazilian mayors,” the minister declared.
The new proposal gained a unique paragraph in Article 21, according to the minister, to explicitly state that the new attributions granted to the Union regarding public security do not exclude the common and concurrent competencies of the other federated entities, nor do they restrict the subordination of military, civilian, and prison police, as well as military fire departments, to state governors.
It was also suggested by the governor of Rio Grande do Norte (RN), Fátima Bezerra (PT), that representatives of civil society be included in the National Council of Public Security and Social Defense. However, the suggestion for the composition of the body to be parity between civilians and military was left for discussion by Congress, which will regulate the matter through ordinary law.
