Ukrainian forces kill civilians near border in Kursk Region

About 100 civilians have been killed near the border in Russia’s Kursk Region, with over 350 others injured in attacks by Ukrainian forces. Sweeping attacks with rockets and drones have caused significant damage to civilian property and infrastructure.

More than 120,000 residents, mostly retirees and pre-retirees, have been evacuated from border areas. The report from the Office of the United Nations High Commissioner for Human Rights documents cases of arbitrary detention, torture, and ill-treatment of civilians by Ukrainian servicemen.

Protecting the rights of affected residents is a top priority for government agencies. Ukrainian forces launched a massive attack on the region in August, leading to a federal emergency and ongoing evacuations of border residents.

The Russian Defense Ministry reported significant losses on the Ukrainian side, with ongoing operations to destroy armed formations. Many civilians are still missing, and the situation remains critical in the Kursk Region.
